Board OK’s Bond Election
At the Marshall County Commissioners meeting on Tuesday, the board passed the resolution to proceed with the Courthouse project and the $5 million bond election to fund the project. The election is scheduled for June 6.
According to the resolution calling for the election, the question appearing on the ballot will be similar to the following: “Shall Marshall County, South Dakota, issue and sell its negotiable general obligation bonds in a principal amount not exceeding $5,000,000 ... for the purpose of financing county facilities including (1) repairs and renovations to existing courthouse, (2) construct a building addition to the courthouse for sheriff’s department and 911 dispatch offices (3) parking and site improvements, (4) infrastructure costs of utilities servicing the buildings, (5) the furnishing and equipping of the same, and (6) the costs of issuing the bonds.”
County Auditor Megan Biel noted that residents can expect plenty of more information on the project to come out in the following months including public meetings, stories in the newspaper and mailers.
Several highway department employees were in attendance. They helped the commission brainstorm ideas to hire and retain more highway employees.. Larry Heitmann attended the meeting to thank the county for work done to 118th Street.
The purchase of a new motorgrader was approved. Superintendent Dustin Hofland will explore financing for the purchase. David Anderson and Terry Nelson were hired to do seasonal work for the Highway Department.
The group discussed a possible disaster declaration and what that would mean. According to stipulations, you have to have specific event and specific expenditures associated with that event to qualify for a disaster declaration. In other words, just a bad winter in general would not qualify. Hofland was going to investigate the matter more regarding extra expenditures that came from weather events.
The commission approved resignations for highway employee Jerry Burger and sheriff’s deputy Tanner Schiferl. They okayed travel for Highway Superintendent Dustin Hofland to attend a meeting in Alabama. Logan Roehr was approved to travel to meetings in Milbank and Madison.
In zoning matters, a building permit from Marshall Dairy West was accepted for a scale building/pump building/commodity building in Veblen Township. The Board also viewed the updated drainage application. Discussions were had over upcoming applications and will be discussed further at the next scheduled hearing.
