The Marshall County Commission met Tuesday morning and addressed highway, financial, emergency management, personnel and zoning matters.
The Highway Department update included approval of two approach permits for Sunset Colony and Brandon Steiner. Commissioners also approved a boring permit for Raymond Freeman.
The commission will hold its five year plan meeting Oct. 5.
Commissioners discussed Rural Access Infrastructure Fund, or RAIF, funds. The program helps counties and townships repair, replace and inventory small bridges and large culverts on local secondary and township roads. No new applications will be considered this year because applications from previous funding rounds are still being considered and available funds are limited.
The commission entered executive session to discuss poor relief matters. Following the executive session, commissioners approved claims of $2,000 for Eggers and $3,650 for Olson Funeral Homes.
Commissioners held a closing audit conference and approved the 2024 to 2025 audit, as well as authorization for the chair to sign the letter of representation. The audit had no major findings.
The commission also approved the 2027 annual budget hearing. Details of the budget changes will be included in the commission minutes published in next week’s newspaper.
The commission met with Emergency Management. Commissioners authorized the chair to sign the Subrecipient Certification of Compliance with Foreign National Vetting Requirements and received a department update.
Commissioners approved a one year raise for Kassy Jones, department treasurer and deputy auditor.
The commission also held an executive session concerning personnel and legal matters. Following the session, commissioners approved a motion to follow the personnel policy regarding disciplinary action and to issue an oral reprimand to an employee.
In the zoning portion of the meeting, commissioners approved a variance for John Konstant in Dumarce Township.
Conditional uses approved included Middle Mile Infrastructure in Pleasant Valley Township and Horton Inc. in Miller Township.
Drainage applications approved included Jeff Amacher in White Township, Nathan Schultz No. 1 in Hamilton Township, Nathan Schultz No. 2 in Wismer Township, Brandon Peters in Pleasant Valley Township and Leona Chapin in White Township.
Two plats were approved: Lot D Andrews Subdivision in Miller Township and Tory Addition in Nordland Township.
Building permits approved included John Konstant, with a variance, in Dumarce Township; Jerry Burger in Stena Township; Mark Hagen in Sisseton Township; East River Electric in Waverly Township; Middle Mile Infrastructure LLC, with a conditional use, in Pleasant Valley Township; Daron Steiner in Eden Township; Stein Sign Display, with a conditional use, in Pleasant Valley Township; and Cody Schultz in Hamilton Township.
