The Marshall County Commission met twice over the last week, completing the official canvass of the July 28 governor’s runoff election while also taking action on road projects, zoning matters and county permits.
During a special meeting Thursday, July 30, commissioners completed the official canvass of ballots cast in the runoff election, formally certifying the Marshall County results.
The commission also signed a road work agreement with the South Dakota Department of Game, Fish and Parks for improvements to the Fort Sisseton Road. Under the agreement, the state will contribute up to $1.7 million toward the project.
A roadway approach permit for Sam Nordquist was approved.
North Marshall Fire Chief Nate Dinger also addressed the commission regarding a planned upgrade to the department’s search and rescue vehicle. Dinger said equipment will be installed that will allow water to be converted into foam, expanding the vehicle’s firefighting capabilities.
The commission also met Tuesday, where commissioners held the second reading and adopted Ordinance No. 78 regarding the Roy View Country Club, LLC rezone.
Highway Superintendent Dustin Hofland discussed the county’s allocation from the state’s Rural Access Infrastructure Fund (RAIF), which was created by the South Dakota Legislature to help counties and townships repair and replace culverts and bridges. Marshall County received $58,800 this year. Commissioners discussed distributing the funds between Sisseton and Hickman townships, which had previously applied for assistance, but no decision was made.
During public comment, Nate O’Brien asked commissioners for additional information regarding setback requirements.
Zoning updates from both meetings-
The commission approved a drainage permit for Kevin Swanson in Hickman Township and building permits for Pat Torness-Smith in Lake Township and Jared Holland in Sisseton Township.
Commissioners approved a variance request for Westwood Hutterian Brethren Inc. in Newark Township. They also approved the Vietor-Roehr Addition plat in Weston Township and approved the Haven Lot 4 plat in Miller Township, contingent upon approval by the city at its next scheduled council meeting.
The board also approved updated Marshall County zoning regulations, including revisions to the concentrated animal feeding operation (CAFO) section of the ordinance.
In other business, commissioners discussed a structure within the county’s zoning jurisdiction that has previously received extensions to be completed. Action on the permit was postponed until a future meeting to allow additional research.
