Marshall County Commissioners met Tuesday morning and discussed project applications from Hickman and Sisseton Townships through the Rural Access Infrastructure Fund (RAIF) program. Established by the South Dakota Legislature, RAIF assists counties and townships with critical repairs and replacements for culverts and bridges on secondary roads.
Marshall County currently has $144,000 in RAIF funds available. However, the Legislature did not renew the program during its most recent session, meaning no additional funds will be provided in the future.
Hickman Township submitted bridge project estimates ranging from $260,000 to $280,000, depending on design options, while Sisseton Township’s proposals ranged from $100,000 to $148,000. Each township is responsible for 20% of the total cost. Because the quotes were originally obtained in 2024, the board requested both townships update their estimates and re-submit applications. Commissioners will review the new applications before deciding whether to fund either project.
Separately, the board approved the replacement of the Wade Bridge by Holloway with a structure that meets current standard bridge load requirements.
Sheriff Sam Swanson updated the board on a suspect wanted in a 2013 Marshall County case who was recently located in Louisiana. Commissioners approved $5,200 to extradite the suspect back to South Dakota, where they will be held in the Day County jail.
The board also approved first reading to three ordinances:
• Ordinance 69: Establishes a $150 penalty for failing to report a controlled burn, unless a court appearance is required, and outlines conditions under which a burn ban is enacted.
• Ordinance 70: Repeals Ordinance 5, which pertained to poor relief. Those services are now governed by the state welfare manual.
• Ordinance 71: Repeals Ordinance 20 related to ag land classification requirements, which are now covered under state law.
Emergency Manager Logan Roehr discussed recent changes to South Dakota’s Class B retirement system, which now sets emergency manager contributions at 8%, compared to 6% for other employees. The board had a few questions before they would sign the resolution of support. Roehr will discuss it more next meeting.
Shari Schock was hired as the new Highway Secretary at $20 per hour.
The board also held two executive sessions—one for legal matters and one for personnel. No action was taken following those sessions.
