The Marshall County Commission held its regular meeting Tuesday morning. In highway business, the commission approved two boring permits for Lake Region Electric. They also accepted the resignations of Highway Department employees Jim Barrett and Barry Bratten.
Highway Superintendent Dustin Hofland presented preliminary cost estimates for replacing the Wade Bridge on 416th Avenue. Quotes from Holloway Construction included a Double T bridge option at approximately $333,000 and a precast bridge option at around $536,000. Hofland noted these are rough estimates and further evaluation will be done before making a decision.
Rebecca Honl of GROW South Dakota gave the organization’s annual report and expressed gratitude for Marshall County’s continued financial support.
In connection with the ongoing courthouse renovation project, commissioners signed a bond engagement letter with Meierhenry Sargent law firm, who will serve as bond counsel for the county. The services will cost $8,200.
County Treasurer Amanda Streier addressed the board with concerns about the state’s 605 Drive system used for DMV transactions. Due to ongoing issues with the system, the Treasurer’s Office will adjust its public service hours starting Monday, May 19. The new hours will be 8:30 a.m. to 4:30 p.m., Monday through Friday, with phone assistance also available during that time.
In personnel matters, the board approved two-year pay raises of 30 cents per hour for sheriff’s deputies Drew Freeman, Ridge Oliver, Slade Owen, and Austin Steiner. Cassidy Biel was hired to clean the community building at a rate of $17 per hour.
In zoning action, two drainage requests submitted by Donald Lesher were approved—one in Parts of Section 8, Hickman Township, and the other in Parts of Section 36, Weston Township.
The Commission also approved two plats: the K Bremmon Addition in Waverly Township and the Smith Addition in Pleasant Valley Township.
A series of building permits were approved for the following individuals and locations: John and Kathy Konstant in Dumarce Township; Casey and Jessica Dowler in Eden Township; Alan and Pamela Benda in Pleasant Valley Township; Travis and Nicole Stiegelmeier in Pleasant Valley Township; Terry Fredrickson in Lake Township; Dwight Tyler in Labelle Township; Allen Krutsinger in Stena Township; and Brian Griffith in Dumarce Township. A building permit application from Randy Lien in Dumarce Township was postponed.
In other business, Erin Collins-Miles, who serves as both Planning & Zoning Director and E911 Addressing Administrator, updated the Board that recent address changes are progressing smoothly. Collins-Miles and Marshall County State’s Attorney Victor Rapkoch informed the Board of plans to update the county’s Comprehensive Plan to ensure consistency with the current Zoning Ordinance. This update will take place in the coming months. Rapkoch also commented on ongoing efforts to monitor changes in FEMA operations.
